GM-04 is an upgraded version of the GM-03 City Sentry and is City Sentry #1 of the group that guards Skynet City. Unlike the other units this city sentry is not controlled by AI It is exclusively used by Sanzu Matsumoto, head of Skynet Japan under the Master AI and The Board. The GM-04 is dubbed "The Statue" because unlike Units #2-5 unit #1 does not patrol around the perimeter of Skynet City. It stands in the middle of the city on a platform specifically designed for it to stand guard. As a statue it looks similar to its patrolling counterparts despite being a more advanced mecha. It remains stationary in statue mode utilizing a low power stand by state until danger is detected. Once danger is detected that is when the statue shows its true form, transforming into combat mode.

This city sentry is noticeably taller than the other patrolling city sentries once battle mode is engaged. The red glowing armor plating that is exposed during its transformation is all that remains of Skynet's stockpile of rathalium; the energy conducting metal ore. The mech has been granted fire property due to utilizing this metal. In addition to that it also has the highest energy signature of any mecha designed by Skynet as is by far the most powerful mech in their possession. The GM-04 city sentry is armed with 2 plasma sabers with twice the potency of the GM-Z's plasma sword. The mech is also capable of performing a beam blast utilizing the exposed rathalium parts of its armor while keeping a smaller more focused beam. The armor body shell consists of astralium, a recently discovered metal recovered from space which is stronger than daitanium and refined adamantium but weaker than zentanium. The skeleton of the mecha is even made of astralium making it highly resistant to even catastrophic damage. In addition to all this protection it is even equipped with a level 10 AT-field and a new zentanium shield. Other than the beam blast, the mech lacks any other forms of ranged attack as it is specifically designed for close encounter melee combat. For this purpose it is highly fast and maneuverable especially for its size being over 79 feet tall.

The GM-04 is the pinnacle of Skynet's large scale mechanized research and development. Only one weapon is deadlier and it comes in a small package.
