Head macho in charge of FLAG as well as the CEO of Knight Industries. He is a bit of a british father figure of the group. He is the one who grants missions for KITT and Michael. RC3 reports directly to Devon on any intel that he discovers and he acts accordingly in the best interests of justice. Devon also is aware of the organization known as STRIKE, being one of the few individuals who do. He is personal friends with General Earle and they seem to share some history in the past.
