They organized the 'deaths' of random people around the country to cover up their abduction to various Skynet facilities.  They were then forcibly augmented into cybernetic beings.  Most of them died during the process, either through physical or psychological trauma.  Skynet kept records of many video clips of the failed Stig prototypes within their research archives. Each unit was better than the last but ultimately either killed themselves or went insane and had to be terminated.  Only one individual was able to survive the whole process; the one named Bruce. Project NERV proved to be valuable research and development as it provided Skynet with data on how much the human body could be mechanically augmented. It also showed how too much invasive cybernetics crippled Ki channels. Additional research would have to be conducted on ways to circumvent those issues. This would be confronted during the research and development of Project Gainz.
